在2025年全国两会上，曾小敏带着来自基层调研的思考，提出将中华优秀传统文化融入中高等教育的提案。“优秀传统文化不能只停留在课外兴趣班，要以更系统、更专业的方式走进课堂。”她在提案中直言，让青少年从小接触、深入了解传统文化，才能让文化根脉代代相传。而这一提案的背后，是多年的实践积淀：自2021年粤剧社会艺术水平考级落地以来，上千名爱好者通过考试，从老人到孩童，都能在考级中感受粤剧魅力。考级影响力还延伸到粤港澳大湾区以外，成为文化传承的重要纽带。
